Senior Advocate and Congress leader Abhishek Manu Singhvi is planning to introduce legislation to foster a two-child policy for the country. (Population Control Bill, 2020). The Bill is now going to be introduced in the Rajya Sabha during the current session.
Now before going to the solution part, we will first discuss the problem part which causes a huge population growth in India. To understand the problem we need to answer a few basic questions. Why the Population growth of India is increasing at a rapid rate? What we will achieve with this huge population growth? What will be the consequences? Why we should adopt a two-child policy?
To answer all these questions, we will move with a stepwise solution. First of all, check whether it is a private member's bill or a government bill. What's the difference between a Private Member's Bill & Government Bill?
An MP(Member of Parliament), who is not holding any minister post is a private member, and bills introduced by private members in the Parliament are referred to as Private Member's Bills. (For eg. Rahul Gandhy).
An MP, who is holding any minister post, if introduce a bill in the Parliament, then the bill referred to a Government Bill. (For eg. Smriti Irani). Now you have got the idea. The admissibility of a Private Bill decided by the Chairman in the case of the Rajya Sabha and the Speaker in the case of the Lok Sabha.
Government Bill can be introduced and discussed on any day but Private Member's Bill can only be introduced and discussed on Fridays. Even, before introducing the Private Member's Bill, the Member has to give at least one month's notice, for the house secretariat to examine it for compliance with constitutional provisions and rules on legislation.
Now focus on demographic data, the population of India was approx 102 Crore in 2001 but in 2019 it was approx 137 Crore, and that accounts for 18% of the World population, opposite to that, water and resource availability per person is reducing day by day. In his first Independence Day speech since assuming office for the second term, Prime Minister Narendra Modi drew the country's attention towards population explosion, calling it a huge challenge for the present as well as future generations. The Prime Minister urged the country to work towards Family Planning. In 2027 India will overtake China as the world's most populous country.
